CITY PROPOSAL:
Whereas, the City of Duluth is preparing plans for construction of Brighton Beach Road through Brighton Beach Park, constructing a one-way road entering from TH 61, extending 0.597 miles, and exiting at Congdon Boulevard; and

Whereas, State Park Road Account Design Standards require the road to follow State-Aid Rule 8820.9936 Urban New/Reconstruction Projects; and

Whereas, the reasons for this variance request are to minimize park impacts to include tree clearing, grubbing, grading, wetland impacts, and park restoration associated with this road construction project;

Now therefore be it resolved that the City of Duluth does hereby request a variance from State Park Road Account Standards to allow for reduced horizontal curves, vertical curves, and number of lanes on a one-way street as follows:
