RESOLUTION AUTHORIZING AN AGREEMENT WITH THE DULUTH AREA FAMILY YMCA FOR THE OPERATION AND MANAGEMENT OF THE CITY’S PARK POINT BEACH HOUSE AND RECREATION AREA DURING THE 2016 SUMMER SEASON.

RESOLVED, that the proper city officials are hereby authorized to execute a five-month agreement with the Duluth Area Family YMCA, substantially the same as the agreement attached as Exhibit 1, for the operation and management of the Park Point beach house and recreation area, located at 5000 Minnesota Avenue.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a five month operation and management agreement with the Duluth Area Family YMCA (YMCA) for the Park Point beach house and recreation area (“Beach House”) during the 2016 summer season. The YMCA has managed the Beach House since 2009, and the parties wish to enter into a new operation and management agreement for an additional summer season. Under this agreement, the YMCA will manage all rentals of the Beach House, provide life guard services, operate daily concessions, and perform routine maintenance.
The City will not pay a fee to the YMCA for its operational and management services. Instead, the YMCA will retain one hundred percent (100%) of the net receipts from building rentals and concession and vending sales to help cover its expenses of the operation and management of the Beach House, which services have traditionally operated at a net loss for the YMCA.
