RESOLUTION OF SUPPORT FOR THE CORRIDORS OF COMMERCE PROGRAM APPLICATIONS TO THE MINNESOTA DEPARTMENT OF TRANSPORTATION.

CITY PROPOSAL:
RESOLVED, that the city hereby supports the project applications listed on Attachment A to the Minnesota Department of Transportation Corridors of Commerce program; and
FURTHER RESOLVED, that the Minnesota Department of Transportation hereby pledges to develop the scope of work and cost estimates to be used in the scoring of each project; and
FURTHER RESOLVED, that any local matching share for the proposed improvements will be based upon the project being “MnDOT Initiated,” and any city contribution required will be based upon MnDOT’s Cost Participation and Maintenance Responsibilities with Local Units of Government manual.
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to evidence support for local projects on trunk highways that have been submitted to MnDOT for the Corridors of Commerce program. This program allows for projects to be submitted online by the public, with MnDOT paring them down to those that meet the program criteria and then moving to step two, which includes collection of certified resolutions and a letter from the Chamber of Commerce. See Attachment A for program information. The city of Duluth submitted three applications, two of which have advanced to step two: the Twin Ports Interchange Reconstruction project and the Intersection Mobility Improvements to Trunk Highway 61 and 40th Avenue East project. All other projects on the list were submitted by other individuals.
This selection process is new to MnDOT and will allow for the expenditure of $400,000,000 over the next four years on trunk highways.
