CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute a three-year agreement with Campbell Productions, substantially in the form of that attached as Exhibit A, for the operation and management of the Park Point Beach House. Funds received under this agreement shall be deposited into Fund 205-130-1220-5310-CM205-PKPTBH-BHMISC (parks fund-community resources-parks capital-contract services-capital maintenance fund 205-Park Point beach house).

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes a three-year agreement with Campbell Productions for the operation and management of the Park Point Beach House. The City issued a request for proposals on January 17, 2025 to select an organization to provide operations and event management services at the Park Point Beach House and received one response. Campbell Productions’ proposal was evaluated and is recommended for award by the RFP review committee.

 

Under the terms of the agreement, Campbell Productions will be responsible for all aspects of beach house event and rental operations, including but not limited to event booking, scheduling, and staffing; promotion and marketing; janitorial services; and cooperation with the lifeguarding program.

 

The City will be responsible for contracting and paying for utilities, performing necessary major repairs and non-routine maintenance of the facilities, removal of sand from patio and sidewalks, and winterizing the facility.

 

The purpose of the contract is to accommodate and robustly support the dramatically increasing public demand for Beach House events, especially on weekends and evenings. Duluth Parks’ necessarily limited staffing is insufficient to accommodate recent and anticipated growth
