CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement in the form substantially attached as Exhibit A with Employee Strategies, Inc., to create a leadership development program for an amount not to exceed $109,000, payable from fund 610-036-1651-5319.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with Employee Strategies, Inc., for the consulting, design and implementation of a City of Duluth training program for supervisors. Currently, the City of Duluth has no training program for supervisors. The City of Duluth also has no leadership development program for future organizational leaders.
The lack of formal training and development programming means that staff in leadership roles - while successfully performing their jobs - do not have a baseline reference point for expectations, which creates inconsistency for staff at all levels of the organization. Having consistent and clear training will mean greater efficiency for the organization, more stable and clear expectations for staff, a better use of public funds and better outcomes for the organization. Additionally, line staff across multiple departments have requested that supervisors be provided with training.
The one-time cost associated with this contract includes training in 2022 for all of the City of Duluth's approximately 70 supervisory staff. The curriculum will then be owned by the City for long-term use with new supervisors. Employee Strategies has worked with the City of Duluth in the past, which reduces the cost for onboarding and familiarization.
