CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with Stack Brothers Mechanical Contractors, Inc. for restoration of the Clyde Connector Trail for a total amount not to exceed $309,124, payable from fund 452-030-5530; HANDHTAX-1528-01 (tourism & recreational projects, finance, improvements other than buildings; half & half tax projects, DWP trails, Clyde Connector/Stewart Bridge).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Stack Brothers Mechanical Contractors, Inc. for restoration of the flood-damaged Clyde Connector Trail from Skyline Parkway to the intersection of 95th Avenue West and Clyde Avenue for an amount not to exceed $309,124.

The crushed stone multi-use trail will have three major recreational benefits:
1) Equestrian loop. The trail contributes to a 9-mile equestrian loop by connecting the DWP trail to the Magney Snively equestrian trail.
2) Snowmobile trail system connectivity. The trail reestablishes a flood-severed connection between upper and lower portions of the West Duluth snowmobile trail system.
3) Multi-use loop routes. The trail creates multi-use loops by connecting the Western Waterfront Trail, the Munger Trail, the DWP Trail, Skyline Parkway, and Magney Snively.

The project will be funded by a $150,000 federal grant available only to trails of region-wide significance and $150,000 from the Half and Half Tourism Tax. The deadline to use this grant funding is June 30, 2018.

The project is supported by three prior City Council actions, each of which was unanimously approved:
