Title

RESOLUTION AUTHORIZING A FIVE-YEAR MASTER SERVICES AGREEMENT WITH STANTEC CONSULTING SERVICES, INC. FOR PROFESSIONAL ENVIRONMENTAL SERVICES FOR A TOTAL CONTRACT AMOUNT NOT TO EXCEED $250,000.

Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into a five-year non-exclusive master services agreement, substantially in the form attached as Exhibit A, with Stantec Consulting Services, Inc. for professional environmental services needed to support the City in meeting its obligations under Minnesota Rules 4410, including environmental impact statements and assessment worksheets and alternative urban areawide reviews, for a total contract amount not to exceed $250,000, payable from fund 110-132-1301-5310 (general fund, Planning & Construction Services, Planning Department, contract services).

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes a five-year master services agreement with Stantec Consulting Services, Inc. for professional environmental services needed to support the City in meeting its obligations under Minnesota Rules 4410, including environmental impact statements, environmental assessment worksheets, and alternative urban areawide reviews on a non-exclusive, as-needed basis.

This agreement will be one of two blanket purchase agreements for environmental services, with projects ordered and billed on an hourly basis pursuant to a city-issued, written statement of work or similar document. By having agreements with multiple firms in place, the Planning & Construction Services Division has the flexibility to order and complete review in a timely manner based on a particular company’s expertise and availability.  The agreements do not guarantee that a minimum amount of services will be ordered from a particular vendor, and the agreements may be terminated at any time.
