RESOLVED, that the proper city officials are hereby authorized to enter into a three-year agreement, substantially in the form as the lease agreement attached as Exhibit 1, with the NAACP Duluth Branch, for the exclusive use of a certain space at the Washington Recreation Center for the advancement of its mission and related services to the community at the cost of $59.71 per month in the first year of the agreement with an annual 3% increase.  Rent payments shall be payable to Fund 110-121-1222-4622 (General, Public Administration, Property and Facilities Management, Rent of Buildings).

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes the city to enter into a three-year agreement with the NAACP Duluth Branch (NAACP), for the lease and exclusive use of one room at the Washington Recreation Center totaling 340 square feet, for the advancement of its mission and related services to the community.  NAACP provides services in the community to ensure the political, educational, social, and economic equality of rights of all persons and to eliminate race-based discrimination.

NAACP has occupied this space since March of 2016.  For consideration of the agreement in the first year, NAACP will pay the City monthly rent in the amount of $59.71. The monthly rent shall increase three percent (3%) during each year of the agreement.  The agreement may be terminated by either party with 30 days’ notice.
