RESOLUTION AUTHORIZING AN APPLICATION BY THE DULUTH ECONOMIC DEVELOPMENT AUTHORITY TO THE MINNESOTA DEPARTMENT OF EMPLOYMENT AND ECONOMIC DEVELOPMENT FOR A CONTAMINATION CLEANUP GRANT FOR THE LOT D PROJECT AND TO PROVIDE MATCHING FUNDS OF 25 PERCENT OF THE GRANT, NOT TO EXCEED $150,000.

CITY PROPOSAL:

RESOLVED, that the Duluth economic development authority (DEDA) is hereby authorized by city council to submit an application to the Minnesota department of employment and economic development (DEED) for contamination cleanup funding for the Lot D Project.

FURTHER RESOLVED, that DEDA has the legal authority to apply for financial assistance, and the institutional, managerial and financial capacity to ensure adequate project and grant administration.

                     FURTHER RESOLVED, that pursuant to Resolution 25-0278, the city council hereby approves DEDA Resolution No. 25D-36, authorizing the proper DEDA officials to enter into an agreement with DEED for the above referenced project, the estimated cost of the project is $22,000,000, and authorizing DEDA to provide matching funds up to $150,000 from DEDA fund no. 860-860-8640-5434.

 

Statement of Purpose
STATEMENT OF PURPOSE: This resolution approves DEDA’s application for a Contamination Cleanup Grant on behalf of the Lot D project to be submitted on or about November 1, 2025 to the Minnesota Department of Employment and Economic Development (“DEED”). DEED’s Contamination Cleanup Grant Program helps with the costs of assessing and cleaning up contaminated sites. Contamination cleanup grants require a minimum 25 percent local match upon award.

 

Future plans for the project include 510 units of housing, 190 extended stay hotel rooms, and potentially UMD’s Large Lakes Observatory research facility and vessel.
