CITY PROPOSAL:

THE CITY COUNCIL FINDS:

(a)                     That in 2013 the city of Duluth applied to the commissioner of transportation for federal funds for the repair of damage caused by the June 2012 rain event on West First Street, city project no. 1159; and

(b)                     That the funding was approved in the amount of $230,640; and

(c)                     The final project costs exceeded the funding available; and

(d)                     That federal funds will be used to cover the additional construction costs.

 

RESOLVED, that Amendment No. 1 to MnDOT Agreement No. 4716, increasing the amount of the grant by $74,777.65 for a new total of $305,417.65 is hereby authorized.  To be deposited into Disaster Recovery Fund 225, Department/Agency 125 (Finance), Division 1803 (Roads and Bridges), Object 5403 (Street Repair and Maintenance), city project no. 1159, S.A.P. 118-173-009, flood site number 269.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an amendment to the agreement with MnDOT to pay the FHWA portion of the West First Street bituminous reclaim and overlay.  West First Street is a State Aid route which suffered extensive flood damage in June 2012.  FHWA and flood bond/MnDOT funding was secured to make repairs to the street.  The reconstruction was done in-house by force account through Maintenance Operations.  The final construction costs exceeded the federal funds authorized, hence the amendment.  FHWA is paying up to $305,417.65 (this resolution and amendment) and flood bonds up to $104,874 (separate resolution and agreement).  The working fund is Disaster Recovery Fund 225, Department 125 (Finance), Division 1803 (Roads and Bridges), Object 5403 (Street Repair and Maintenance), city project no. 1159, flood site no. 269.
