RESOLUTION AUTHORIZING THE PROPER CITY OFFICIALS TO ENTER INTO AN AGREEMENT WITH AND ACCEPT UP TO $73,544.50 IN FUNDS FROM THE MINNESOTA DEPARTMENT OF CHILDREN, YOUTH, AND FAMILIES TO PROVIDE EMPLOYMENT AND TRAINING SERVICES FOR SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM (SNAP E&T 50/50) RECIPIENTS CO-ENROLLED IN STATE-FUNDED EMPLOYMENT AND TRAINING PROGRAMS FOR THE PERIOD OF OCTOBER 1, 2026 THROUGH SEPTEMBER 30, 2027.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute and implement an agreement, substantially in the form of Exhibit A, with the Minnesota Department of Children, Youth, and Families and to accept funds in an amount not to exceed $73,544.50, to provide employment and training services for Supplemental Nutrition Assistance Program (SNAP E&T 50/50) recipients co-enrolled in state-funded employment and training programs to support their successful transition off public assistance for the period of October 1, 2026 through September 30, 2027. Monies received under this agreement will be deposited into fund 268 (workforce development), agency 031 (grants division), organization 6237 (miscellaneous).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes proper city officials to enter into an agreement with and accept funds in an amount not to exceed $73,544.50 from the Minnesota Department of Children, Youth, and Families to provide employment and training services for Supplemental Nutrition Assistance Program (SNAP E&T 50/50) recipients co-enrolled in state-funded employment and training programs for the period of October 1, 2026 through September 30, 2027. Funding will support employment and training services that help co-enrolled SNAP recipients transition off public assistance by providing case management, career counseling, support service and employment services. The SNAP E&T 50/50 program reimburses providers for 50% of eligible costs they have already incurred while delivering employment and training services to SNAP recipients co-enrolled in state-funded employment and training grants. Providers use state-funded grant dollars to cover eligible costs upfront, then receive a 50% reimbursement through SNAP E&T 50/50. Because the reimbursement is for costs already paid with state grant funds, the reimbursed dollars are unrestricted and can be used to support other employment service needs and priorities. Monies received under this agreement will be deposited into Fund 268 (workforce development), Agency 031 (grants division), Organization 6237 (miscellaneous). This request is budgeted through Workforce Development grant funds and is operational in nature.
