CITY PROPOSAL:

WHEREAS, the City acknowledges the need to develop a written procurement policy in compliance with the Uniform Administrative Requirements for Federal Awards; and

WHEREAS, the new procurement requirements went into effect for 2015 federal grant awards; and

WHEREAS, the city chooses to take advantage of the two year grace period for implementation of the new requirements

RESOLVED, the city will revise its procurement policy in compliance with the Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards prior to the end of the two year grace period ending December 31, 2016.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The federal government adopted new standards for the procurement of goods and services as defined in the Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards.  Due to the complexity of the new standards, a provision allows the city to adopt a two-year grace period for implementation.  The City’s external audit firm recommends that we take advantage of the grace period to avoid potential audit findings.
