CITY PROPOSAL:

RESOLVED, that in accordance with the provisions of Section 33-97 of the Duluth City Code, 1959, as amended, the following “No Parking” zone is hereby established:

 

Both sides of West Niagara Street from 120’ east of the Chester Creek Crossing to the west terminus of West Niagara Street.

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution establishes parking restrictions on West Niagara Street as necessitated by the upcoming West Niagara Street Culvert Replacement Project and formalizes the existing no parking zone on West Niagara Street. The project will narrow the roadway at the Chester Creek Crossing to accommodate a new concrete box culvert. The City will be utilizing State funds through the Local Bridge Replacement Program to construct the project, and the design does not provide adequate roadway width to allow parking near the Chester Creek crossing. Minnesota Department of Transportation approval of the proposed construction is conditional to meeting Municipal State Aid Street standards which require Council action to establish no parking zones when the roadway width is not adequate to accommodate parking. West Niagara Street has no parking signs currently in place west of the  Chester Creek Crossing and this resolution will also formalize this existing condition.

 

The proposed restrictions were unanimously approved by the Duluth Parking Commission on April 3, 2026.
