CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement, substantially in the form of that attached as Exhibit A, with Visual Communications to develop a gate, wayfinding, and signage plan for the parks department, in an amount not to exceed $117,800, payable from Tourism & Recreational Projects 452; Finance 030; Improvements Other than Buildings 5530; Project: HANDHTAX-1520 - Half & Half Tax Projects, Parks and Trails Infrastructure.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with Visual Communications to develop a comprehensive trail and trailhead barrier, signage, wayfinding, and orientation plan to protect park and trail infrastructure investments and educate trail users regarding proper trail use, per the proposal attached as Exhibit B, in an amount not to exceed $117,800. The vendor will solicit public input through meetings with citizens and trail user groups, develop a comprehensive trail signage and barrier system that can be applied citywide, select trail sign and barrier equipment, design the signs including sign language and a brand-consistent look, develop a precisely detailed site-specific plan for placing the signs and barriers throughout the St. Louis River Corridor on approximately 165 miles of existing and new trails, develop complete construction drawings for sign and barrier fabrication and installation, and provide complete construction administration services.

The purchasing division posted a request for proposals to the City's website on January 27, 2016 and received four responses by the due date. The proposals were reviewed by a committee made up of city staff, points were assigned, and Visual Communications had the highest overall score. Sco...
