RESOLUTION AUTHORIZING PROPER CITY OFFICIALS TO ACCEPT A GRANT FROM THE U.S. DEPARTMENT OF JUSTICE, OFFICE ON VIOLENCE AGAINST WOMEN (OVW), IN THE TOTAL AMOUNT OF $500,000 AND AUTHORIZING AN AGREEMENT WITH PROGRAM FOR AID TO VICTIMS OF SEXUAL ASSAULT (PAVSA) FOR THEIR PARTICIPATION IN THE OVW FY2024 IMPROVING CRIMINAL JUSTICE RESPONSE TO SEXUAL ASSAULT, DOMESTIC VIOLENCE, DATING VIOLENCE, AND STALKING GRANT PROGRAM.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept a grant from the U.S. Department of Justice, Office on Violence Against Women, in the amount of $500,000, and to execute a grant agreement, substantially the same as the attached Document A. FURTHER RESOLVED, that the proper city officials are hereby authorized to execute a partner agreement, substantially the same as the attached Document B, with Program for Aid to Victims of Sexual Assault, Inc. (PAVSA), for its participation in the program to address the issue of case attrition in sexual assault cases; revenue to be deposited in Fund # 215-200-2301-4209-02 (Duluth Police Grant Programs, Police, Violence Against Women, Direct Federal Grants Operating) and expenses to be taken from Fund # 215-200-2301-5447 (Duluth Police Grant Programs, Police, Violence Against Women, Payment to Other Government Agencies) and 215-200-2301-5700-10 (Duluth Police Grant Programs, Police, Violence Against Women, Interfund Transfers Out to General Fund).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the proper city officials to accept a grant whose budget is attached as Document C in the amount of $500,000 from the U.S. Department of Justice, Office on Violence Against Women to fund a full-time police investigator with the Duluth Police Department and a part-time SMART Coordinator through the City's partner, Program for Aid to Victims of Sexual Assault, Inc.
