CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a contract with Hovland Inc. for the Lead Service Line Replacement - Lincoln Park 4 project for a total amount not to exceed $11,550,218.00, payable from fund 510-500-1905-5533; UtilB-2249 (water; Public Works and Utilities; capital (incl deprec/debt svc); capital improvements - revenue; utility projects budgeted; 2249 Lincoln LSLR 4). City project number 2249.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution will authorize construction of the Lead Service Line Replacement - Lincoln Park 4 project by Hovland, Inc. for a total amount not to exceed $11,550,218.00. The project will replace 525 public and private lead water services, install 9 water main extensions, and provide surface restoration in the Lincoln Park Neighborhood. Hovland, Inc. was the lowest responsible bidder of the three companies that responded. The engineer’s estimate was $13,382,885.00. All project costs are anticipated to be reimbursed by the Minnesota Public Facilities Authority (MPFA) lead water service replacement funding. If the City does not receive the funding from the MPFA, the project can be put on hold.
