RESOLUTION AUTHORIZING AGREEMENT WITH ST. LOUIS COUNTY TO FUND CONSTRUCTION OF KAYAK BAY DRIVE.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement, substantially in the form of that attached hereto as exhibit A, with St. Louis County to fund a portion of the cost of constructing the proposed Kayak Bay Drive from Grand Avenue to Spirit Landing in the amount of up to $1,350,000, payable to fund no. 411-035-5530-PI 2018-1403 (permanent improvement fund, capital projects, improvements other than buildings, project - Kayak Bay Road & utilities).
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to authorize an agreement with St. Louis County pursuant to which the county will agree to provide up to $1,350,000 toward the construction of Kayak Bay Drive which will run from Grand Avenue to Spirit Landing. $900,000 of the county’s funding will come from the St. Louis County greater Minnesota transportation sales and use tax funding and $450,000 will come through the county from the Minnesota department of natural resources state park road account. The entire road is expected to cost approximately $2,825,000 million.
As part of the road construction project, it is anticipated that utilities to serve the property on the south side of Grand Avenue will be included but the owner of the adjacent property will be paying for the cost of them, through prepayment of a portion of them prior to the start of road construction or through an agreed-upon assessment.
