CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into a joint powers agreement, a copy of which is attached hereto as Exhibit A, with the Houston-Galveston Area Council (“Council”), a political subdivision of the State of Texas, to allow the city to purchase goods and services pursuant to contracts entered into by the Council.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize the city to enter into a joint powers agreement with the Houston-Galveston Area Council to allow the city to purchase goods and services under contracts entered into by the Council.  There is no cost to the city.

 

Minnesota Statute 471.59 permits two or more governmental units, including cities and political subdivisions of another state, to enter into an agreement in order to jointly or cooperatively exercise any power common to the contracting parties. Chapter 391 of the Texas Local Government Code authorizes the Council to purchase and contract for goods and services. The Council establishes and provides nationally leveraged and competitively solicited purchasing contracts through its HGACBuy program.  All contracts available to members of HGACBuy have been awarded by virtue of a public competitive procurement process compliant with state statutes.

 

Over 180 cities, towns, townships, fire departments and school districts in Minnesota participate in HGACBuy.
