RESOLUTION AUTHORIZING PROPER CITY OFFICIALS TO ACCEPT A GRANT FROM THE UNITED STATES DEPARTMENT OF JUSTICE IN THE AMOUNT OF $26,486 AND FURTHER AUTHORIZING EXECUTION OF A PARTER AGREEMENT WITH ST. LOUIS COUNTY.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept a FY24 Justice Assistance Grant Program award from the United States Department of Justice, Bureau of Justice Assistance, Office of Justice Programs, in the amount of $26,486 to be used for state and local initiatives including First Witness Child Advocacy Center, County Flock license plate reader and the Duluth Police Department; and further are authorized to execute a grant agreement substantially the same as the attached Document A and to accept said grant, funds to be deposited in Revenue Fund # 215-200-2312-4209-02 (Duluth Police Grant Programs, Police, 2024 JAG, Direct Federal Grants Operating) and expenses to be paid from Expense Funds # 215-200- 2312 -5447 (Duluth Police Grant Programs, Police, 2024 JAG, Payment to Other Government Agencies) and # 215-200- 2312 -5219 (Duluth Police Grant Programs, Police, 2024 JAG, Miscellaneous Supplies).

FURTHER RESOLVED, that the proper city officials are hereby authorized to execute an agreement, substantially the same as the attached Document B, with the St. Louis County sheriff's office, who is a partner of the city under this grant.

Statement of Purpose
STATEMENT OF PURPOSE: The Duluth Police Department is the designated recipient and fiscal agent of a FY2023 Justice Assistance Grant ("JAG") from the U.S. Department of Justice in the amount of $26,486. The St. Louis County Sheriff's Office is a partner with the City under this grant as the "disparate" jurisdiction. The City will reimburse St. Louis County $4,000 for services provided by First Witness Child Advocacy Center and $4,000 to purchase additional license plate reader cameras to enhance the current system.
