Title

RESOLUTION AUTHORIZING THE CITY TO ENTER INTO AN AGREEMENT WITH THE STATE OF MINNESOTA DEPARTMENT OF EMPLOYMENT AND ECONOMIC DEVELOPMENT - STATE SERVICES FOR THE BLIND AT THE DULUTH CAREERFORCE CENTER FOR THE PERIOD OF MARCH 1, 2024 TO JUNE 30, 2026.

Body

CITY PROPOSAL:

Resolved, that the proper city officials are hereby authorized to enter into an agreement, substantially in the form of the attached Document A, with the state of Minnesota Department of Employment and Economic Development - State Services for the Blind (“DEED-SSB”) providing staffing services at the Duluth CareerForce Center for a fee of $73.09 per week, based on the current negotiated agreement, for the period of March 1, 2024, to June 30, 2026.  Funds to be deposited into fund no. 268-031-6251 (Workforce Development, Grants Division, Office Support, Miscellaneous Service).

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an agreement with DEED-SSB pursuant to which the city will provide staffing services at the CareerForce Center.  DEED-SSB is responsible for providing reception and career lab personnel staffing under a memorandum of understanding with DEED and other partners at the Duluth CareerForce location.  Instead of providing personnel to meet its staffing obligations, DEED-SSB wishes to pay the city to provide those services for the period of March 1, 2024, to June 30, 2026.  The city has the capacity and ability to provide the staffing services.  This request is budgeted through Workforce Development grant funds and is operational in nature.
