CITY PROPOSAL:
RESOLVED, the city council hereby approves Resolution No. 24D-52 of the Duluth Economic Development Authority ("DEDA") authorizing a contract with Wren Works LLC to perform maintenance dredging to allow for cruise ships to berth along the seawall at the Harbor Plaza in front of the DECC; in an amount not to exceed $860,612.75, said sum to be payable from Fund 860-860-8640-5310 (DEDA Operating, Duluth Econ Develop Authority, DEDA - Operating, Contract Services).
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to obtain the City Council's approval of DEDA Resolution No. 24D-52 authorizing a contract with Wren Works LLC to perform maintenance dredging to allow for cruise ships to berth along the seawall at the Harbor Plaza in front of the DECC.
This agreement will allow dredging along the seawall adjacent to the DECC, which will allow for greater growth and expansion of Duluth’s Great Lakes Cruising market. Currently, no ships are able to dock directly alongside the DECC-limiting cruise lines and local availability. According to the 2021 BBER Cruising Study, full realization of Duluth as a cruising destination could see between $3.1 million and $8.1 million in economic benefit.
City of Duluth Purchasing issued an invitation for bids on behalf of DEDA on October 24, 2024 and received three bids as indicate below. Wren Works LLC submitted the lowest responsive bid.
