CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute an amendment, substantially in the form attached as Exhibit A, with TKDA for additional professional engineering and design services, for an increase of $12,000, and a new total not to exceed $64,200 payable from fund 452-030-5530-HANDHTAX-1505 (Tourism & Recreation Projects, Finance, Improvements Other Than Buildings, Wheeler Athletic Complex).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an amendment to the agreement with TKDA for additional professional engineering and design services for improvements at the Wade-Wheeler Athletic Complex for an increase of $12,000 and a new total not to exceed $64,000. Costs will be paid from the proceeds of a one half of one percent increment in the City of Duluth’s tourism taxes that may only be used to improve public facilities in western Duluth for the purposes of outdoor recreation and tourism.
The City of Duluth approved the mini-master plan for Wade-Wheeler Athletic Complex in September 2015. Part of the larger St. Louis River Corridor Initiative, Phase I includes new or improved facilities for basketball, tennis, pickle ball, bocce ball, softball, baseball, and volleyball, burial of power lines, and provision of a public water fountain and accessible restroom. The approximately $850,000 construction project is funded in part by a $250,000 Outdoor Recreation Grant from the MN DNR and City half-and-half funds. Construction began in June 2020. TKDA’s proposal and project estimation sheet for this amendment are attached to Exhibit A.
