RESOLUTION TO ESTABLISH A “NO PARKING” ZONE ON THE EVEN SIDE OF 4TH STREET FROM 3RD AVENUE E TO 5TH AVENUE E.

CITY PROPOSAL:
RESOLVED, that in accordance with the provisions of Section 33-97 of the Duluth City Code, 1959, as amended, the following “No Parking” zones are hereby established:
Even side of 4th Street from 3rd Avenue E to 5th Avenue E.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution codifies existing parking restrictions on 4th Street which will remain following its upcoming reconstruction, scheduled to begin in 2028. The City will be expending Municipal Street Aid Funds on the improvements of 4th Street, and the design does not provide adequate width for parking on both sides of the street. Minnesota Department of Transportation approval of the proposed construction as a Municipal State Aid Street project must therefore be conditioned upon certain parking restrictions.
The proposed restrictions were discussed at the Duluth Parking Commission meeting held on October 2, 2026. The Parking Commission voted for establishing the “no parking” zones on 4th Street.
