RESOLUTION AUTHORIZING A FIRST AMENDMENT TO LEASE AGREEMENT WITH THE HILLS YOUTH AND FAMILY SERVICES, FOR USE OF SPACE IN THE WASHINGTON RECREATION CENTER.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute a first amendment to the Washington Center lease agreement, substantially the same as the agreement attached as Exhibit 1, with The Hills Youth and Family Services, for the use of space in the Washington Recreation Center. 

 

Statement of Purpose

STATEMENT OF PURPOSE: : This resolution authorizes a first amendment to the lease agreement with The Hills Youth and Family Services, d/b/a Neighborhood Youth Services (“NYS”), for use of space in the Washington Recreation Center for its youth programming services. 

 

Due to unforeseen circumstances related to COVID-19 and in accordance with Minnesota Governor Walz’s Emergency Executive Order 20-20, The Hills’ requested City support for alternate service delivery of essential social services, which will incur necessary and expensive operational adaptations while supporting essential social services for high-risk children.   

 

Therefore, during applicable COVID-19 pandemic orders, to support the provision of essential social services to high-risk children living in the Central Hillside, including food service, mental health services, and childcare, the City will refund to NYS the rent that has been previously paid for the period of March 18, 2020 through April 30, 2020 in the amount of $1,816.81.  Because the period of time in which such necessary and expensive operational adaptations is as of yet unknown, the City desires to waive future rent payments due under the lease agreement beginning May 1, 2020 until the sooner of the following: (1) such time that it is deemed no longer necessary for aforementioned operational adaptations to continue or (2) upon the expiration date of the lease agreement.

 

All other provisions in the original lease agreement remain in full force and effect through its original term, which ends on October 31, 2020
