Title

RESOLUTION AUTHORIZING AN AMENDMENT TO THE AGREEMENT WITH THE DULUTH ECONOMIC DEVELOPMENT AUTHORITY FOR DEMOLITION SERVICES IN CERTAIN WESTERN NEIGHBORHOODS.

Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to enter into an amendment to the Property Demolition Agreement (City Contract No. 22686), substantially in the form of that attached hereto as Exhibit A, revising the list of properties to be demolished with no change to the amount payable to the City.

Statement of Purpose

STATEMENT OF PURPOSE: The purpose of this Resolution is to amend the Property Demolition Agreement between DEDA and the City to revise the list of properties upon which houses are to be demolished.  Four properties have been removed from the list.  It was determined that one of the properties on the list did not meet the criteria for condemnation demolition.   Another property contained a structure which was torn down by the property owner.  An agreement was worked out with another property owner which would allow the owner to either rehab the property or tear the structure down.  Finally, the demolition of a structure on another property has been appealed.  A multi-family residential building located at 19 West 4th Street has been added to the list. The amendment also provides for DEDA’s Executive Director and the City’s Chief Administrative Officer to revise the list of properties upon which houses are to be demolished upon mutual agreement.  The Property Demolition Agreement was approved by the city council by Resolution 15-0774 on November 9, 2015.
