RESOLUTION AUTHORIZING A MASTER INTERGOVERNMENTAL COOPERATIVE PURCHASING AGREEMENT WITH OMNIA PARTNERS FOR THE PROCUREMENT OF GOODS AND SERVICES.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a master intergovernmental cooperative purchasing agreement, a copy of which is attached hereto as Exhibit A, with OMNIA Partners to allow the city to purchase goods and services through the cooperative purchasing programs administered by OMNIA Partners.
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to authorize the city to enter into a master intergovernmental cooperative purchasing agreement with OMNIA Partners to allow the city to participate in the cooperative purchasing programs administered by OMNIA Partners. There is no cost to the city.
Minnesota Statute 471.345, Subd. 15(b) permits a municipality to contract for the purchase of supplies, materials, or equipment without regard to the competitive bidding requirements if the purchase is through a national municipal association’s purchasing alliance or cooperative created by a joint powers agreement that purchases items from more than one source on the basis of competitive bids or competitive quotations.
OMNIA Partners is the cooperative administrator of three collective national cooperatives: National Intergovernmental Purchasing Alliance Company, US Communities, and National Cooperative Purchasing Alliance. US Communities is specifically referenced in the Minnesota State Auditors Best Practices Review, Contracting and Procurement in the Public Sector.
