RESOLUTION APPROVING PROPOSED AMENDMENTS TO THE SPECIFICATIONS FOR THE EXISTING CIVIL SERVICE CLASSIFICATION OF PERMIT PROCESS SUPERVISOR, INCLUDING A TITLE CHANGE TO CONSTRUCTION SERVICES MANAGER, AND SPECIFYING CONTRACT BENEFITS FOR SAME.

CITY PROPOSAL:

RESOLVED, that the proposed amendments to the specifications for the existing civil service classification of permit process supervisor, including a title change to construction services manager, which were approved by the civil service board on February 2, 2016, are approved; that said classification shall remain subject to the city’s collective bargaining agreement with its supervisory unit employees, that pay range will change from Pay Range 1080-1085, $5,293 to $6,610, to Pay Range 1100-1115, $5,814 to $7,576 per month.  The proper city officials are authorized to execute and implement an agreement with the union to provide for employing one or more unit members consistent with this resolution.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This existing classification has been revised to accurately reflect the current duties and responsibilities of the position.  The primary changes to the job description focus on the enhanced leadership responsibilities of the position.  The previous job description included supervisory and leadership responsibilities, but this position is performing them at a higher level including more staff and a broader scope.  In addition, the minimum requirements of the position were altered to clarify certification as a plans examiner within 12 months of hire and the addition of MN building official certification within six months of hire.  The job description was also updated to the current format.  The pay rate negotiated for this classification is Pay Range 1100-1115, pay rate of $5,814 to $7,576 per month.  This is a change from Pay Range 1080-1085, pay rate of $5,293 to $6,610 per month.
