CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with George Bougalis and Sons, Co. for restoration of the Stewart Creek bridge for a total amount not to exceed $450,322, payable from fund 452-030-5530; HANDHTAX-1528-01 (tourism & recreational projects, finance, improvements other than buildings; half & half tax projects, DWP trails, Clyde Connector/Stewart Bridge).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with George Bougalis and Sons, Co. to restore and repurpose the abandoned Stewart Creek rail bridge for bike/pedestrian use for an amount not to exceed $450,322.

The project is necessary to provide safe passage over Stewart Creek for the accessible DWP Trail, the Duluth Traverse multi-use bike trail, and the Superior Hiking Trail.

The project includes replacement of deteriorated decking with modern wood decking, restoration of flood-damaged concrete abutments, and installation of cable railings for fall protection.

The project will be funded by a $200,000 DNR grant available only to trails of region-wide significance and $250,000 from the Half and Half Tourism Tax. The deadline to use this grant funding is June 30, 2018.

The project is supported by three prior City Council actions, each of which was unanimously approved:
1) Ordinance 14-054 approving the Half and Half Tourism Tax to be used only to pay for capital improvements to publicly owned facilities in the St. Louis River Corridor for the purpose of outdoor recreation and/or tourism.
2) Resolution 15-0175 which preliminarily approved a slate of Half and Half Tourism Tax projects that included the DWP Trail, the Duluth Traverse Trail, and the Superior Hiking Trail.
