RESOLUTION AUTHORIZING A SUBRECIPIENT AGREEMENT WITH THE ST. LOUIS RIVER ALLIANCE IN AN AMOUNT NOT TO EXCEED $285,227 TO SUPPORT IMPLEMENTATION OF THE NATIONAL WATER TRAIL IN ASSOCIATION WITH A GRANT FROM THE ENVIRONMENT AND NATURAL RESOURCES TRUST FUND.

CITY PROPOSAL:
WHEREAS, resolution 17-0233R authorized the approval and implementation of the St. Louis River Estuary National Water Trail Plan; and

WHEREAS, resolution 23-0616R authorized City officials to enter a grant agreement with the Minnesota Department of Natural Resources for grant funding from the Environment and Natural Resources Trust Fund ("ENRTF") in the amount of $1,375,000 to expand recreational access along the St. Louis River Estuary; and

WHEREAS, the City pursued the ENRTF funding in collaboration with the St. Louis River Alliance ("Alliance") to support the Alliance's implementation of the National Water Trail Plan.

NOW, THEREFORE, BE IT RESOLVED, that the proper City officials are hereby authorized to execute a subrecipient agreement, substantially in the form attached hereto as Exhibit A, with the Alliance, sub-granting to the Alliance an amount not to exceed $285,227 of funds from the ENRTF grant to fund National Water Trail implementation, payable from fund number 452-030-5310, HANDHTAX-1501-04 (tourism & recreational projects, Finance, contract services, half & half tax projects, Waabizheshikana Trail, seg 0-3: 63rd Ave W to Boathouse Pt.).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the execution of a subrecipient agreement, substantially in the form of Exhibit A, with the St. Louis River Alliance including a subgrant in an amount not to exceed $285,227 with funds from an Environment and Natural Resources Trust Fund (ENTRF) grant awarded to the City.
