Title

RESOLUTION AUTHORIZING A SECOND AMENDMENT TO THE LEAD-BASED PAINT HAZARD CONTROL PROGRAM GRANT AGREEMENT WITH THE HOUSING AND REDEVELOPMENT AUTHORITY OF DULUTH, MINESOTA.

Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into a second amendment, substantially in the form of that attached hereto as Exhibit A, to the Lead-based Paint Hazard Control Program Grant Agreement (“Agreement”) with the Housing and Redevelopment Authority of Duluth, Minnesota (“HRA”), providing that an amount of up to $580,462 may be used as replacement funding under the Agreement, payable from Fund 262-CDBG.

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes a second amendment to the Agreement with the HRA to remediate lead-based paint in homes and rental properties in Duluth.  The first amendment to the agreement provided that up to $580,000 of the total amount of the Agreement may be funded either with HUD Program funds or with replacement funding.  However, the HRA is providing an additional $462 in replacement funding.  This second amendment provides that up to $580,462 may be funded with alternative funding, a dollar amount which reflects the additional $462 the HRA is contributing as replacement funding.
