CITY PROPOSAL:
RESOLVED, that the city council does hereby approve a development agreement with Crawford Excavating, LLC (“Developer”), substantially and in the form of that attached hereto as Exhibit A, for the development of 13 individual lots on a 67-acre property located on West Skyline Parkway east of U.S. Highway 2.
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to obtain city council’s approval of the development agreement between the City of Duluth and Crawford Excavating, LLC, for the platting and developing of Skyline View Estates, a thirteen-lot development on the property located on West Skyline Parkway east of U.S. Highway 2. The proposed development has not requested public assistance and is not related to any form of business subsidy to the Developer.
The property in question, consisting of one parcel and shown on the attached map in the form of Exhibit B, has been acquired by Crawford Excavating, LLC for the purpose of rural residential lot development. The Skyline Estates plat subdivides approximately 67 acres into 2 blocks and 13 lots. All 13 lots are anticipated to be developed into single family homes. The plan also includes development of one interior public road and drainage and utility easement, including one on Lot 1, Block 2 to help address stormwater run-off from the public road.
The final plat was considered by the planning commission on January 11, 2022 as planning file number PL21-188. The planning commission voted 7 yeas, 0 nays, and 0 abstentions to approve the final plat.
