CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to amend contract 22782, in substantially the form attached as Exhibit A, with Perkins+Will for professional services for the Western Port Area Plan for an increase of $4,000 and a new contract total not to exceed $189,075, payable from 255-020-5319; (Economic Development, Planning, Other Professional Services).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an amendment to the agreement with Perkins + Will consultant team to increase the contract by $4,000 for a new amount not to exceed $189,075. Increase is 100% funded from EPA grant funds.
The City accepted a $200,000 EPA Area-Wide Planning (“AWP”) grant in September 2015 to focus upon community engagement in the St. Louis River Corridor, and specifically the Western Port Area Neighborhood (“WPAN”). Utilizing these grant funds, the city entered into a professional services agreement with Perkins+Will in 2016 to facilitate the planning process and create certain deliverables. This project including the Perkins+Will contract expense is 100% grant reimbursable and does not require a local match. Upon the recent completion of project, Perkins+Will were asked by city staff to provide $4,000 of additional consulting services for the Duluth Irving and Fairmount Brownfields Revitalization Plan, specifically an analysis of the Waseca Road Extension, participation in a second implementation workshop, and additional graphics and consultant support at a public/stakeholder event held in October 2017. This contract amendment enables the consultant to be compensated for such, utilizing grant funds.
