RESOLUTION AWARDING A CONTRACT TO HAWKINS, INC FOR THE PURCHASE AND DELIVERY OF WATER TREATMENT CHEMICALS IN YEAR 2025 FOR A TOTAL COST OF $456,254.60.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to issue a purchase order to Hawkins, Inc. for the purchase and delivery of water treatment chemicals in 2025 in accordance with city-approved specifications and the vendor’s bid totaling $456,254.60.00 as identified below:

 

$.3429.00 per pound for an estimated 174,000 pounds of hydroflurorosilicic acid totaling $59,664.00 payable from fund 510-500-1955-5216-03 (water fund, Public Works and Utilities, water treatment and pumping, chemicals, hydrofluorosilicic acid); and

 

$2.739 per gallon for an estimated 90,000 gallons of liquid caustic soda totaling $246,510.00 payable from fund 510-500-1955-5216-05 (water fund: Public Works and Utilities; water treatment and pumping; chemicals; liquid caustic soda): and                       

 

$2,345.00 per ton for an estimated 64 tons of liquid chlorine totaling $150,080.00 payable from 510-500-1955-5216-02 (water fund, Public Works and Utilities, water treatment and pumping, chemicals, chlorine); and

 

 

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the purchase and delivery of water treatment chemicals from Hawkins, Inc. for a total amount of $456,254.60, payable from the water fund.

 

The chemicals are used for disinfection and fluoridation at the Lakewood water treatment plant, located at 8130 Congdon Boulevard in Duluth. The estimated quantities for hydrofluorosilicic acid, liquid chlorine, liquid caustic soda and liquid ammonium sulfate solution are based on past need. 

 

The purchasing division posted a request for bids November 25, 2025.  Hawkins, Inc. submitted the only responsive bid for each of the three chemicals.
