CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute an agreement with Environmental Quality Management, Inc. for site restoration adjacent to Shopper’s Creek as identified in the attached Exhibit A for a total amount not to exceed $64,900.00, payable from fund 450-030-5530-CP450-CCITY-0595TR (capital improvements, finance, improvements other than buildings, capital projects - other fund contributions, Cross City Trail, Cross City Trail - phase II).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with Environmental Quality Management for site restoration services related to an EPA contaminant remediation project centered on the ponds behind Erie Pier project for a total amount not to exceed $64,900.00.
These services are necessary to remediate approximately 14,000 square feet of contaminated soil discovered on City of Duluth property. The materials were discovered in association with, but outside of the scope of, the EPA remediation project and thus require separate City action. It is important to remediate these contaminants as the site adjoins a popular segment of the Cross City Trail and has historically been informally used by residents.
Authorization for this sole source purchase is requested due to the significance of cost savings realized by contracting with Environmental Quality Management, as they are already working on site with the regulatory agencies involved in the project, have equipment and personnel nearby, have had their materials approved for use, and will provide a basis report to assist with compliance.
