CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into a contract with MSA Profession Services, Inc. for engineering services to design the “Lead Service Line Replacement - Spirit Valley” project and the “Lead Service Line Replacement - Central Hillside 2” project with a total amount not to exceed $631,804.00. $340,662.00 will be payable from fund 510-500-1905-5533; UtilB-2321 (water; Public Works and Utilities; capital (incl deprec/debt svc); capital improvements - revenue; utility projects budgeted; 2321 - LSLR Spirit Valley). $291,142.00 will be payable from 510-500-1905-5533; UtilB-2323 (water; Public Works and Utilities; capital (incl deprec/debt svc); capital improvements - revenue; utility projects budgeted; 2323 - LSLR Central Hillside 2).

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes an agreement for engineering services to design lead service line replacement projects for the Spirit Valley and Central Hillside neighborhoods. These projects will replace 470 and 380 lead service lines respectively. Design of these projects will advance the Public Works and Utilities Department’s ambitious lead service line replacement program goals and position Duluth to be eligible for project funding through the Minnesota Public Facilities Authority in 2026.
