CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to execute an agreement with Confluence Inc. for landscape architectural design services for the Priley Circle Restoration Project for an amount not to exceed $355,135.00, payable from 450-030-5520-CP2025-2504B (Capital Improvements, Finance, Buildings and Structures, Capital Improvement Projects, City Hall Grounds/Priley Circle)

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an agreement with Confluence Inc. for landscape architectural design services for the Priley Circle Restoration Project

 

The City Purchasing Department issued a Request for Proposals on June 6, 2025 with the goal of qualifying multiple firms. Six proposals were received by the due date. The proposals were evaluated by a team of City staff, and the top 3 proposals were selected for interviews. Confluence Inc. received the highest ranking when technical, cost evaluations, and interviews were completed and is recommended for award of the primary contract.

Additionally, the City has a signed Memorandum of Understanding (MOU) with St. Louis County and the GSA, agreeing that each entity will fund one-third of the design and construction costs.
