RESOLUTION AUTHORIZING A COOPERATIVE AGREEMENT WITH THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES AND ACCEPTANCE OF FUNDING IN AN AMOUNT OF $150,000 TO SUPPORT ACCESS IMPROVEMENTS AT PERCH LAKE LANDING.

CITY PROPOSAL:
WHEREAS, the City of Duluth owns and operates a public water access at Perch Lake Landing, located at 12100 Minnesota State Highway 23, Duluth, Minnesota, 55808; and

WHEREAS, resolution 24-0227R authorized acceptance of a subgrant from the Minnesota Department of Natural Resources to support the design of future improvements at Perch Lake Landing, repair of an existing pedestrian bridge, and purchase of equipment and materials for future implementation; and

WHEREAS, additional funding is needed to construct the previously designed improvements and install the previously purchased equipment and materials at Perch Lake Landing.

NOW, THEREFORE, BE IT RESOLVED, that the proper City officials are hereby authorized to accept and execute the Perch Lake Public Water Access Cooperative Agreement with the State of Minnesota, substantially in the form attached as Exhibit A, in an amount not to exceed $150,000, with said funds to be deposited into fund 205-130-1220-4220-01-CM205-PRCHLK (Parks fund, community resources, State of Minnesota Capital, capital maintenance fund, Perch Lake).

FURTHER RESOLVED, the City of Duluth has the legal authority to accept these funds and the financial, technical, and managerial capacity to ensure proper planning and maintenance of the project.

FURTHER RESOLVED, there is no financial matching contribution required of the City of Duluth in association with this Cooperative Agreement.

FURTHER RESOLVED, the Duluth City Council names the fiscal agent for this project as Jen Carlson, City of Duluth Finance Director, 411 West 1st Street, Duluth, Minnesota 55802.
