RESOLUTION AUTHORIZING PROPER CITY OFFICIALS TO ACCEPT A GRANT FROM THE DEPARTMENT OF JUSTICE, BUREAU OF JUSTICE ASSISTANCE, IN AN AMOUNT TOTALING $1,246,603.00 AND FURTHER AUTHORIZING AN AGREEMENT WITH ST LOUIS COUNTY TO PROVIDE SOCIAL WORKER SERVICES FOR THE PROJECT ENTITLED "2024 COMPREHENSIVE OPIOID, STIMULANT, AND SUBSTANCE USE SITE-BASED PROGRAM (COSSUP)".

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept a grant from the Department of Justice, Bureau of Justice Assistance, in the amount of $1,246,603.00 to be used in support of the city of Duluth Police Department 2024 COSSUP, and to execute a grant agreement, substantially the same as the attached Document A.

FURTHER RESOLVED, that the proper city officials are hereby authorized to execute an agreement, substantially the same as the attached Document B, St. Louis County to provide social worker services in support of the project; revenue to be deposited in fund 215-200-2246-4209-02 (Duluth police grant programs, police, Opioid Use Program (COSSUP), direct federal grants operating) and fees to be taken from fund 215-200-2246-5331 (Duluth police grant programs, police, Opioid Use Program (COSSUP), Travel/Training), fund 215-200-2246-5447 (Duluth police grant programs, police, Opioid Use Program (COSSUP), Payment to Other Govt Agencies), and 215-200-2246-5700-10 (Duluth police grant programs, police, Opioid Use Program (COSSUP), Interfund Transfers out to General Fund).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the proper city officials to accept a grant award whose budget summary is attached as Document C in the amount of $1,246,603.00 from the Department of Justice, Bureau of Justice Assistance, to expand and extend the services currently being provided by the City of Duluth Police Department's Lake Superior Violent Offender Task Force (LSVOTF) through the Substance Use Response Team.
