CITY PROPOSAL:
RESOLVED, that pursuant to Section 61 of the City Charter, the city council hereby expresses its intent to cause a portion of Whittier Street beginning at the Claymore Street intersection to approximately 750 feet south of the Claymore Street intersection to be reconstructed, and hereby requests that the mayor cause to have prepared plans, specifications and estimates therefor, and file such plans with the special assessment board, together with a recommendation as to what portion of the costs shall be paid by special assessment, the number of installments in which assessments shall be paid, and the lands that should be included in the special assessment.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution begins the formal process of making assessable improvements to Whittier Street. As provided for in Section 61 of the City Charter, the process can be commenced either by petition or by action of the city council itself. The latter route is being used in this case because a property owner who owns only half of the frontage along Whittier Street to be improved has indicated that they are willing to pay for all construction costs associated with this project through an assessment on their property alone. If the project is constructed, no other adjacent property owners will be assessed.

As is normal, this resolution of intent is the first step in the process. Once approved it will trigger preparation of the plans and specifications for the work and an engineer's estimate of probable construction costs and the assessment involved. Notices will be sent to the affected property owners, and they will be given the opportunity to be heard before the special assessment board.
