RESOLUTION AUTHORIZING AGREEMENT FOR PROFESSIONAL SERVICES WITH THE HUMAN DEVELOPMENT CENTER FOR INVESTMENT IN THE DULUTH COMMUNITY CRISIS RESPONSE PROGRAM FOR 2025.

Body
BY COUNCILORS FORSMAN, NEPHEW, TOMANEK, AND AWAL:
WHEREAS, the Human Development Center ("HDC") has maintained a contract for the Duluth Community Response Program between 2022 and 2024; and
WHEREAS, the city council and administration find the work by this agency has had a positive impact in improving outreach and access to services for those most in need of those services; and
WHEREAS, continuing the work in connection and coordination with existing services will serve a benefit to the community by continuing to maximize the impact of the funding for those most in need of the associated services; and
WHEREAS, funding for the service is set to expire at the end of 2024; and
WHEREAS, the Duluth city council and administration wish to continue support of the Community Crisis Response Program by means of financial support in an amount up to $600,000 for 2025;
THEREFORE, BE IT RESOLVED, that it is the desire of the city to continue to work with the Human Development Center to maintain the Crisis Response Team contract in an ongoing commitment to meet community needs through the already established collaborative process.
FURTHER RESOLVED, that the proper city officials are hereby authorized to execute an agreement for professional services, substantially in the form of the attached Document A, with the Human Development Center for the term of January 1, 2025, through December 31, 2025, at a maximum cost of $600,000.
FURTHER RESOLVED, that city officials will work with HDC to establish updated an and detailed scope of services agreement that will include information and data regarding community outreach efforts and geographic service areas which will be provided to Council upon request.
