JEFFREY R. MAAHS, PHD, TO PERFORM INDEPENDENT RESEARCHER SERVICES, AND CENTER FOR ALCOHOL AND DRUG TREATMENT, TO PROVIDE LICENSED ALCOHOL AND DRUG COUNSELOR SERVICES, FOR THE PROJECT ENTITLED "2020 COMPREHENSIVE OPIOID, STIMULANT, AND SUBSTANCE ABUSE SITE-BASED PROGRAM (COSSAP)".

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept a grant from the Department of Justice, Bureau of Justice Assistance, in the amount of $899,055.00 to be used in support of the city of Duluth 2020 COSSAP, and to execute a grant agreement, substantially the same as the attached Document A.
FURTHER RESOLVED, that the proper city officials are hereby authorized to execute an agreement, substantially the same as the attached Document C, with Jeffrey R. Maahs, PhD, to perform independent researcher services in support of the project and with the Center for Alcohol and Drug Treatment (CADT) to provide Licensed Alcohol and Drug Counselor (LADC) services; revenue to be deposited in fund no. 215-200-2232-4209-02 (Duluth police grant programs, police, 2020 Opioid Abuse Program (COSSAP), direct federal grants operating) and fees for the researcher and CADT to be taken from fund no. 215-200-2232-5319 (Duluth police grant programs, police, 2020 Opioid Abuse Program (COSSAP), other professional services).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the proper city officials to accept a grant award whose budget summary is attached as Document B in the amount of $899,055 from the Department of Justice, Bureau of Justice Assistance, to address and reduce opioid-related deaths in southern St. Louis County.
