RESOLUTION AUTHORIZING A TEMPORARY CONSTRUCTION AGREEMENT WITH THE REGENTS OF THE UNIVERSITY OF MINNESOTA FOR IMPROVEMENTS ALONG COLLEGE STREET, AT NO COST TO THE CITY.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a temporary construction agreement, substantially in the form attached as Exhibit 1, with the Regents of the University of Minnesota, for improvements within the areas depicted on Exhibit B attached to Exhibit 1, at no cost to the City.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the City to enter into a temporary construction agreement with the Regents of the University of Minnesota (the “University”), to complete elements of the Project (hereinafter defined) that lie outside of the existing or to-be-granted rights-of-way, which work includes sidewalk, driveway, grading and utility connections, as well as restoration of disturbed areas (the “Ancillary Work”).
Between 2026 and 2027, the City will be reconstructing College Street between Junction Avenue and Woodland Avenue (the “Project”). The Project includes utility work, a new shared-use path, and sidewalk and stormwater improvements. The City needs to temporarily use portions of the University’s property to complete the Ancillary Work as part of the Project and can do so through the temporary construction agreement.
The property subject to the temporary construction agreement is depicted on Exhibit B attached to Exhibit 1.
