RESOLUTION AUTHORIZING DONATION OF FOUNTAIN OF THE WIND CONCEPT MODEL TO ITS CREATOR ARTIST DOUGLAS FREEMAN.

CITY PROPOSAL:
RESOLVED, that in 1991, the city entered into an agreement with artist Douglas Freeman to create the Fountain of the Wind, a participatory fountain sculpture with approximate dimensions of thirty-five feet wide by thirty-five feet long, located in Canal Park, the tourist and recreation-oriented district of Duluth.
FURTHER RESOLVED, that Douglas Freeman first created a concept model for the Fountain of the Wind, which is made primarily of cardboard, wood, and plastic and has dimensions of approximately two feet wide by two feet long by six inches tall.
FURTHER RESOLVED, that said concept model has been primary boxed in city storage since 1991; creator Douglas Freeman now wishes to collect and maintain sole ownership of the concept model only.
FURTHER RESOLVED, that city retains sole title to, and ownership of, the Fountain of the Wind located in Canal Park.
FURTHER RESOLVED, that the proper city officials are hereby authorized to donate the Fountain of the Wind concept model to creator Douglas Freeman.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution releases the Fountain of the Wind concept model from city storage to its creator Douglas Freeman. The concept model has no monetary value.
