CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a contract with A Plus Contractors & Garden Center for restoration of Sargent Creek Bridge in the amount not to exceed $415,920, payable from 452-030-5530-HANDHTAX1528-02 (Tourism & Recreational Projects, Finance, Improvements Other Than Buildings, Half & Half Tax Projects, DWP Trails, Sargent Creek Bridge).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with A Plus Contractors & Garden Center for an amount not to exceed $415,900 for restoration of Sargent Creek Bridge. The City of Duluth Purchasing Division issued a bid for this project and A Plus was the lowest responsible bidder.

The city-owned, Duluth Winnipeg and Pacific (DWP) railroad corridor is currently used as an informal trail that runs continuously for about 10 miles from 63rd Street West to Becks Road, and eventually under I-35 in Procter. The DWP acts as a spine for planned western Duluth trail networks. In 2018, the City completed major infrastructure repairs along the DWP trail and restoration and stabilization of the Stewart Creek Bridge.
Restoration and stabilization of Sargent Creek Bridge will include abutment repairs, redecking, cable railing installation, and creek channel stabilization. Restoration will provide safe passage over Sargent Creek. The City was awarded a $250,000 MN DNR Regional Trail Program grant in 2018 and must complete preliminary design documents prior to receiving an executed grant contract. Bridge construction is anticipated to begin in summer 2019 and will be completed by June 30, 2020. The grant match requirement is provided by city half and half tourism tax dollars. ...
