CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to amend agreement L31294 with Confluence, Inc. for the Priley Circle Restoration project to include additional services for architectural-history surveys of adjacent properties as identified in the attached Exhibit A, and to increase the amount by $29,000.00 for a new total amount not to exceed $384,135.00, payable from fund 450-030-5530-CP2025-2504B (capital improvements, finance, improvements other than buildings, 2025 capital improvement projects, City Hall Grounds/Priley Circle).

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes an amendment to agreement L31294 with Confluence, Inc. for the Priley Circle Restoration project.

 

The additional services will include architectural-history surveys and assessments of select buildings located south of the Duluth Civic Center across West 1st Street to determine criteria for design consideration of restoring Priley Circle, as these buildings are considered within the Area of Potential Effect for alterations to the Priley site. The services also include assessment of the potential for and the site’s inclusion in another historic district adjacent to the Duluth Civic Center related to the period of Urban Renewal in Duluth.

These studies are necessary to establish the criteria and guidelines for efforts to design improvements to Priley Circle that result in a finding of “No Adverse Effect on Historic Properties Determination” by both the General Service Administration and State Historic Preservation Office, due to a portion of the property having federal ownership and the project receiving federal funds.
