RESOLUTION APPROVING A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF DULUTH AND LAW ENFORCEMENT LABOR SERVICES 363 FOR THE YEAR 2021.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute and implement a collective bargaining agreement with Law Enforcement Labor Services 363 containing substantially the same terms as that attached hereto as Exhibit A, covering the terms and conditions for Law Enforcement Labor Services 363 bargaining unit members for the year 2021.

 

Statement of Purpose

STATEMENT OF PURPOSE: The City and the Police Lieutenants, represented by Law Enforcement Labor Services (LELS) 363 have been in negotiations for a successor agreement to their current 2018-2020 collective bargaining agreement. The parties tentatively agreed to a 2021 collective bargaining agreement on October 6, 2021, and the LELS membership ratified the 2021 collective bargaining agreement on October 14, 2021. The agreement is a one-year contract with general wage increases of 0%.  Effective January 1, 2021, bargaining unit members will receive a 1% increase in their 24-Hour Duty Allowance, which is compensation for their off-duty law enforcement availability. Other changes include: amendment to retiree health insurance eligibility language, amendment to post retirement life insurance language, and an increase in paid leave accrual from 8 to 9 hours per pay period.
