RESOLUTION AUTHORIZING AN AGREEMENT WITH SAND CREEK EAP, LLC FOR EMPLOYEE ASSISTANCE SERVICES FOR CITY OF DULUTH AND DULUTH AIRPORT AUTHORITY EMPLOYEES IN AN AMOUNT NOT TO EXCEED $12,911.67

Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute an agreement with Sand Creek EAP, LLC, substantially in the form of that attached as Exhibit A, for employee assistance services for City of Duluth and Duluth Airport Authority employees, for an amount not to exceed $12,911.67 payable under fund 605-036-1651-5319 (self insurance, insurance accounts, insurance - general city, other professional services).

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an agreement with Sand Creek EAP, LLC, for employee assistance services in 2025 for City of Duluth and Duluth Airport Authority employees.

The Employee Assistance Program is a free and confidential benefit to support employees through hardships, worries, and crises in their personal or work lives that may be interfering with job performance.  Sand Creek EAP has been the provider of these services to City and DAA employees since 2016. Given the multitude of Critical Incidences in recent years, and the uptick in usage by employees and their families, Sand Creek has been a reliable and trustworthy resource for both organizations.

This is a one-year renewal, after which we plan to go out to bid for 2026-2028.

Airport employees are part of our health plan benefits and have not opted out of the benefits which include EAP services. They could choose to seek a different EAP provider if they opted out, but because the City processes and provides all benefit packages, they are a part of the count for employees.
