RESOLUTION APPROVING A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF DULUTH AND THE AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES MINNESOTA COUNCIL 5, LOCAL 66, FOR BASIC UNIT EMPLOYEES FOR THE YEARS 2025-2027.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute and implement a collective bargaining agreement with the American Association of State, County and Municipal Employees, Minnesota Council 5, Local 66, for Basic Unit Employees containing substantially the same terms as that attached hereto as Exhibit A, covering the terms and conditions for City of Duluth Basic Unit bargaining unit members for the years 2025 through 2027.

 

Statement of Purpose

STATEMENT OF PURPOSE: The parties have been in negotiations for a successor agreement to their current 2022-2024 collective bargaining agreement (CBA). The parties participated in contract mediation facilitated by the Minnesota Bureau of Mediation Services.  The parties tentatively agreed to a 2025-2027 CBA on January 6, 2025, and the AFSCME Basic Unit membership ratified the CBA on January 14, 2025. The three year contract has the following wage increases: in 2025, a general wage increase of 2.5 percent and a market increase of 2.0 percent; in 2026, a general wage increase of 3.0 percent, a market increase of 3.5 percent, and the addition of a new step to the pay table representing a 4 percent increase; and in 2027, a general wage increase of 2.5 percent, a market increase of 3.5 percent effective January 1, 2027, and a market increase of 0.5 percent effective July 1, 2027.  In addition, a new longevity step will go into effect on January 1, 2027, providing for a 4 percent increase to those with 24 years of service to the city.

 

In addition to the wage increases, the CBA provides for a $25 increase to the uniform allowance, faster vacation accrual,  and more generous parking availability for AFSCME members.
