RESOLUTION AUTHORIZING A FIVE-YEAR AGREEMENT WITH THE GREATER DOWNTOWN COUNCIL FOR OPERATION OF SIGNAGE IN THE DOWNTOWN SKYWALK SYSTEM.

RESOLVED, that the proper city officials are hereby authorized to enter into a five-year agreement, substantially in the form attached as Exhibit 1, with the Greater Downtown Council for operation and maintenance of a signage system in the Downtown skywalk system for the period September 1, 2016 through December 31, 2021.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a five-year agreement with the Greater Downtown Council ("GDC") for operation and maintenance of a signage system in the Downtown skywalk system for the period September 1, 2016 through December 31, 2021. GDC has operated and maintained the signage system since 2009 under a previous agreement that is now expired. In consultation with the business community and the public, DGC and City determined that the skywalk system would be improved by a combination of additional public informational signage and advertising, under appropriate controls, to improve information available to skywalk system users and increase the interest of the skywalk system.
Pursuant to the agreement, GDC will contract with a private vendor to establish up to 38 flat panel display signs at various locations throughout the skywalk system and up to four "cling displays" that consist of materials designed to temporarily adhere to the Skywalk flooring material to advertise various products and services. The displays will be placed in locations throughout the system, but only with the written approval of the owners of properties upon which the displays will be located.
The center panel of at least 14 of the flat panel displays will be used for public purpose displays such as skywalk directories and maps. GDC will require that the vendor maintain both the flat panel displays and the cling displays in good condition.
