Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with awarding to Bolten & Menk for construction management and inspection services for the 2022 CIPP lining project.
Each year the City of Duluth hires a contractor to perform CIPP lining and miscellaneous spot repairs on the sanitary sewer collection system. Typically, the City performs design, inspection and construction management. The 2022 project has been fully designed by the City, but project levels currently surpass staffing levels. The Purchasing Division issued a Request for Proposals for the construction management and inspection services and received four proposals. The costs were reviewed for the top-three technical scoring proposers and total scores are identified below.
Company Total Score
Short Elliott Hendrickson, Inc. 87.3
MSA Professional Services, Inc. 80.2
Bolten & Menk 91.8
Bolten & Menk had the highest technical score and the lowest price and is recommended for award.
